RECRUITING TALENT FROM FORMER FEDERAL WORKERS

Federal layoffs are continuing to mount in the wake of the Supreme Court’s recent ruling. As we’ve written in the past, Civic Match is a powerful route to connect the more than 10,500 displaced federal workers with city, county and state jobs. 


Recently, that platform, which was created by Work for America, shared a valuable playbook with concrete approaches “to speed up hiring” and bring top public sector talent onto state and local jobs. The playbook, which can be found here, goes  a step further than simply offering advice. It also includes concrete examples of places in which these approaches have been implemented, tapping information from over 100 governors and mayors who are using the platform.

The document encourages state and local leaders to consider the following:


  • “Freeze all civil service exams for federal workers. Many are already vetted and experienced, and testing cycles can delay hiring unnecessarily.”


  • “Formally recognize federal work experience as equivalent to state or local experience for civil service roles, allowing federal candidates to enter at the right level with commensurate compensation, pension and benefits.”


  • “Create universal professional license reciprocity so high-skilled employees such as lawyers, engineers and electricians do not need to reapply for certification in a new market.”


  • “Put high-priority positions on a 15-Day Fast Track to ensure the most qualified candidates are interviewed quickly enough that they do not have to move on to other opportunities while waiting for a government role.”


  • “Host in person and virtual hiring fairs for federal employees, ideally with a “same day hiring” component that allows candidates to apply, interview and receive an offer at the same event.”


  • “Create a dedicated review step for federal applicants who meet core qualifications – particularly for roles with clear federal-to-local skill transfer, such as project management, finance, HR, and emergency response. This ensures strong candidates are not overlooked, while avoiding overwhelming HR teams.”


  • “Train federal workers for new careers in public service – potentially covering the cost of certification to become a teacher, Emergency Medical Technician, bus driver, police officer or otherwise.” 


  • “Create dedicated application pages and supports for federal workers that highlight the skills cities and states need. For example, a former State Department project manager might not identify as a procurement expert – though their experience often fits the role.”


  • “Designate in-house or contracted talent navigators to recruit and place federal employees”


  • “Launch marketing campaigns targeting federal workers to ensure they know about available state and local roles.”
