Elena Hoffnagle, Vice President at Partners for Public Good (PPG) was one of eight people we filmed at GFOA’s annual conference in Chicago between June 28 and July 1. This is the seventh in the series that appears on Thursdays in this space. PPG is a nonpartisan nonprofit organization that works alongside governments on the operational systems behind the scenes to help policy turn into real results for residents.
She has an exciting visions of the way procurement “can create more value for residents, especially in budget-constrained environments,’ she says. For example, “There's much more use of AI in procurement, both on the side of governments and vendors. There's much more cooperative contracting and piggybacking off other government contracts. Markets are really changing. There's a whole bunch of consolidation of vendors in many industries that governments are buying from.”
Hoffnagle admits to being dismayed that “many of the rules and regulations that govern how public procurement takes place. . . haven't been revised in decades.” But her organization in tandem with the American Bar Association, the National Association of State Budget Officers; the National Association of State Procurement Officials, NIGP, the Institute for Public Procurement; the Government Finance Officers Association and others are collaborating on updating the model procurement code for state and local governments.”
