VOICES FROM NAPA, 2025.
The following short video of Robert Shea, CEO of GovNavigators and former associate director at the US Office of Management and Budget, was one of seven we filmed at the National Academy of Public Administration’s annual conference in Washington D.C. between November 2 and November 4. He is the chair of the longest standing panel at the Academy, the Standing Panel on Executive Organization and Management.
In this video, Shea talks about the future of government as it enters unknown territory, “It’s no secret, he says, “we’re going through period of disruption, but we came from a period where we thought you couldn’t hold performers accountable. You couldn’t buy stuff and get it when you needed it. Regulations took too long; permits took too long, and we couldn’t tell if things were performing. Those myths have been shattered and now the question is: ‘What does the future government look like”.
One issue that concerns Shea is that “there’s no place at which . . . state, local and tribal governments can liaise with the federal government to confront and dissolve barriers to getting things done. . . And we think there’s a better way to have strong collaboration and problem solving in an intergovernmental situation,”
This is the first segment in this series. The remainder will appear on Thursdays in coming weeks.
